On September 25, 2025, the Department of Commerce and the Office of the United States Trade Representative formalized the implementation of the Framework Agreement on Reciprocal, Fair, and Balanced Trade between the United States and the European Union.
The main new features introduced:
- Cars and componentsica: reduction or elimination of additional duties provided for by Proclamation 10908, with a maximum rate of 15%.
- Aircraft and parts of ricambio: exclusion from additional duties and applicaMFN tariff rate.
- Natural resources not available in the USA (including cork) and generic drugs: applicaMFN tariff rate.
The changes to the Harmonized Tariff Schedule (HTSUS) are effectiveicafor goods released for consumption from 1 August 2025 (automotive) and from 1 September 2025 (aerospace and other sectors).
These measures strengthen transatlantic cooperationica and offer new opportunities for European companies exporting to the US market.
